Handicaps Welfare Association

Handicaps Welfare Association (HWA), founded in 1969 by a group of 23 persons to promote self-help and provide mutual support among the disabled in Singapore, is an organisation run by people with disabilities, for people with disabilities. It was first registered as the Singapore Handicaps Friendship Club. It later became known as Singapore Association for the Disabled in 1975. In 1976, it adopted the present name - Handicaps Welfare Association.

HWA has come a long way from a very modest beginning to what it is today. In the early years, our activities were confined to mere social gatherings. There was no office premises or staff to speak of. Meetings were held in a church library and HWA leaders had to contribute towards the purchase of refreshments. Our Association has since grown to a large and respected organisation with over 1,700 members, most of whom are physically- disabled. HWA, occupying an old school building at Whampoa Drive, now has proper offices and other facilities. The Association has a full-time staff of 42 people.

Over the last 35 years, HWA has progressed beyond the traditional areas of social and recreational activities. It has expanded and developed its range of services and taken on various innovative projects to meet the increasing and changing needs of its members.

Tampines Family Service Centre

Tampines Family Service Centre (TFSC) is a neighbourhood-based social service agency operated by Methodist Welfare Services and supported by the Ministry of Community Development, Youth and Sports (MCYS) and National Council of Social Service (NCSS).

Opened in 1992, TFSC provides a wide spectrum of services and programmes to meet the needs of the multi-racial community living in Tampines and Simei. Our preventive, developmental and remedial programmes cater to individuals and families at different life stages.

Besides disbursing financial assistance to low-income families, we offer holistic services; arranging tuition for children, counselling for individuals, family life education programmes such as marriage preparation/enrichment workshops, support groups for stepfamilies, parenting programmes, and women's support groups. In addition, we reach out to youths through groupwork, talks, forums, counselling and conduct Guidance Programme for youth offenders.

This year, we intend to start a men’s support network and invite more professional speakers to conduct family life education programmes. To effectively sustain TFSC’s work, we need funds to run our programmes to serve the growing needs of the community. This will help us develop enriching programmes for their clients that will assist them in their quest to get back on their feet.

Together with grassroots organisations and other social service organisations, TFSC endeavours to mobilise and ensure the availability of resources for the community.
